The State of Missouri defines Developmental Disability as, a disability:
1.   Which is attributable to:
a) Mental retardation, cerebral palsy, Epilepsy, head injury, or autism, or a learning disability related to brain dysfunction; or
b) Any other mental or physical impairment or combination of mental or physical impairments;
2. Is manifested before the person attains age twenty-two (22)
3. Is likely to continue indefinitely;
4. Results in substantial function limitations in two or more of the following activities:
5. Reflects the persons need for a combination and sequence of special, interdisciplinary, or generic care, habilitation or other services which may be of lifelong or extended duration and are individually planned and coordinated
